When Rome had control over Israel, they still allowed Jews to serve in public office, as long as they played by their rules. The Pharisees were power hungry and basically Rome's toadies, and Jesus considered them to be a bunch of sell-outs, ignoring the Torah in favor of foreign law. The Jews equate "worship" with "obedience to the laws of", and in this sense the Pharisees violated the first commandment and worshiped the Roman emperor.
