How come Military Superpowers are always viewed as failing to adopt to guerrilla warfare/insurgencies?

its because they arent real wars... theyre occupations... the indeginous people arent willing to fight face-to-face because they would be crushed... so they hide as civilians until they find an opportunity to strike then run and hide as civilians... in these types of "wars" no one wins... it the people dont want you there then you will never win.... if the super powers goal was to destroy them all they would have to do is kill civilians and be done with it... but the goal is always to occupy and take control... you cannot control a ppl who dont want to be controlled
